I highly recomend David Buell's Willow Golden Slow, they are fantastic and have great hang time.

I made them up as 1/4 to 3/8" diameter round stars, BP primed and fired in a 2" shell. Its the best willow like shell in 2" I have seen! Even a professional pyro I was with at the time commented on the great hang time!

On a 4 or 6" shell, does anyone know a good break ratio (ie bp coated ratio 3.5:1 or 5:1)?

In 2's & 3's I use rice hulls coated 5 or 6 to 1 and for the larger 4's & 6's use rice bubbles at around the same ratio, for 8's and 12's I will be using puffed wheat as the carrier coated about 5 or 6 to 1 but i wasp wrap my shells which makes a difference. Shimizu states the ratio at 7 to 1 to give the best ratio of powder to volume but everyone's BP is a little different.
Ned Gorski puts a light coating of slow Nitrate Flash to finish the coating process.
I'm a big believer that how the shell is wrapped will have the biggest affect on the end result, the other factor that i believe plays a part is to make sure you are lighting the burst from as close to the center of the shell as possible.
